Global Services Provider - Europe’s Largest Civilian Project

Client Outline and Requirement The client is the Global Services Division of the largest UK Telecoms company, and is the lead contractor on the largest civilian project in Europe, to provide the messaging Spine for the NHS National Programme for IT.

The requirement was to define and implement a World Class delivery approach that the programme could apply in order to:

  • Prove to their client that quality delivery was being achieved
  • To achieve CMMi level 3
  • To ensure that the delivery approach was actually used by the 650 people on the programme - rather than becoming simply ‘Shelfware’.

RADTAC was selected due to:

RADTAC built a delivery team of 23 highly experienced personnel, comprising 18 in-house Business Champions, and 5 RADTAC Transformation Consultants. RADTAC personnel instantiated the RUP SE approach to create a pragmatic solution that worked for this programme, referred to as the Systems Delivery Lifecycle. The SDLC was integrated with the existing in-house Prince2 Project Management method and used as the foundation for the clients drive for CMMi level 3.

RADTAC roles included:

  • Transformation Project Manager: To drive and deliver the SDLC Transformation Project.
  • RUP SE Trainers: Responsible for the delivery of training to the SDLC programme personnel.
  • Configuration Management Expert: With specific responsibility to drive the CMMi requirements within the Configuration Management arena.
  • Mentors: To Mentor the client teams in the effective application of the SDLC.
  • Coaches: To Coach the internal SDLC Champions to become Mentors and replace the RADTAC Mentors.
  • Process and Standards Architect: With responsibility to build the client Website that defined the SDLC.

To succeed the project was delivered to very aggressive timescales, and required the application of Agile methods to deliver the transformation, and interfacing with existing client methods throughout.


The transformation project was extremely well received at all levels by the client, enabling RADTAC to be employed by the same client on a separate, similar project at a later date. The SDLC was successfully implemented across the majority of the programme and served as a vehicle for significant rationalisation and re-organisation.
